Management is Remote from Employees
A bully thrives when the people who run the company aren't involved with day-to-day operations. He can play his game to the fullest without worrying about interference from his superiors.
Management's remoteness from employees usually originates from a hierarchical structure, particularly if the hierarchy limits the lines of communication. Even if top executives brag about an open-door policy, they are usually unreceptive to complaints about a bully. They may even label you a troublemaker.
In most cases, well-paid executives just don't care about their employees. They never see the big picture, which would cause them to respect their employees, listen to their complaints, and get rid of the bully.
When top management doesn't reach out to their employees, they are giving free reign to the bully.
